Important information about new CPP IS (CVP IS)
Dear users of the Central Public Procurement Information System (EN - CPP IS; LT-CVP IS),

We are pleased to announce that the new CPP IS now is available to users. You can access it at https://viesiejipirkimai.lt. Before registering and starting to use the system, please read the instructions published by the Public Procurement Office (PPO). Currently, the Service is receiving many user calls regarding issues that arise simply because the provided instructions are not followed during registration. The instructions are designed to make the process smoother and help users avoid misunderstandings or additional actions. You can find the instructions HERE.
REGISTRATION
Please note that registration in the new CVP IS is mandatory, as is registration in the Demo CPP IS environment. When registering, you must enter accurate organizational data; otherwise, your registration will not be approved.
If, after registration, you receive a system-generated email in your inbox within a few minutes, it means your registration data has been successfully submitted, and you should wait for the Service to approve your registration. We aim to confirm registrations as quickly as possible; however, due to high traffic, this may take up to three working days.
Many users have already successfully registered in the Demo CPP IS environment. If you haven't succeeded yet, we encourage you to try again (we note that temporary issues have been resolved). More information HERE.
PROCUREMENT OPERATIONS
Please note that procurement operations in the new CPP IS (creating and publishing new procurements) can only begin starting December 1 of this year.
The deadline for submitting proposals should not be set earlier than December 6 of this year (if the proposal submission deadline is set between December 1 and December 6, procurement organizers may encounter various obstacles that could lead to the need to cancel the procurement). We recommend, if possible, setting a later date.
Suppliers who are not registered CPP IS users but wish to participate in procurement or concession procedures initiated between November 21 of this year (and earlier) and December 1 in the previous CPP IS must register in the previous CPP IS version according to the rules that were in effect until November 21 of this year.
Additionally, for CPP IS users registered by December 1, activities related to procedures initiated on or before November 21 of this year (and earlier), as well as participation in them and the decryption of proposals, are subject to the rules of use for CPP IS that were in effect until November 21 of this year.
Until December 1, we recommend registering in the new CPP IS and creating procurement environments for procurements initiated in the previous CPP IS. Instructions for actions required in the new and previous CPP IS, depending on the procurement stage, can be found HERE.
REGARDING INACCURATE TRANSLATIONS AND TEMPORARY INCONVENIENCES IN THE SYSTEM
The Service apologizes in advance for any unclear or inaccurate translations in the system, which may appear in both the Demo CVP IS and the new CVP IS version. Due to the limited time before the system launch, we prioritized ensuring the functionality of key features and will continue improving translations. The Service is working intensively to address inaccurate translations and other shortcomings to make the system as convenient and efficient as possible for daily operations.

IMPORTANT INFORMATION ABOUT WORKING WITH THE NEW CPP IS
To ensure a smooth transition from the old CPP IS to the new system and minimize any disruptions for users, Office has prepared detailed user instructions, which can be found HERE. We strongly recommend following the instructions provided when familiarizing yourself with the new system, as this will help avoid questions and common issues when accessing the system.
Given limited human resources, the Office will not be able to provide prompt assistance for each situation that could be avoided by familiarizing yourself with and following the instructions.
Additionally, please note that the Demo CPP IS (valid from 2024 11 18) is intended solely for familiarization with the new system and its functionalities. Actual procurement processes can only begin and be carried out in the production version of the CPP IS starting from December 1st of this year.
TEMPORARY INCONVENIENCES IN THE SYSTEM
During the initial phase of the system’s operation, temporary solutions will be implemented for certain functions (more information can be found in the instructions), which may cause some inconvenience to users.
The Office is working intensively to make the system as convenient and efficient as possible for everyday operations.
