Public Procurement Office (hereinafter referred to as the PPO) has been implementing the Project “Modification of Central Public Procurement Information System” (hereinafter referred to as the Project) in accordance with Priority 10 of the European Union Funds Investment Operational Program for 2014–2020 “Public Demands and Smart Public Administration”, instrument No 10.1.2-ESFA-V-916-01-0015 “Implementation of National Anti-Corruption Measures”.
Within the framework of the Project, the PPO plans to modify the central public procurement information system - CPP IS by creating new SAULĖ information system (hereinafter referred to as SAULĖ IS). The Project aims to increase the efficiency of e-procurement, automate the procurement process from planning to contracting, develop tools for greater disclosure of information, create interfaces with other institutions which data is relevant to the procurement procedure and information systems of controlling authorities, create functionalities to track potential conflict of interest and the implementation of other digital measures to prevent acts of corruption.
Modification of CPP IS will not only help to achieve the Project goal and meet the needs of target groups, but also speed up procurement processes, reduce administrative burdens, reduce procurement costs, promote competition between suppliers, enable contracting authorities to use more diverse procurement methods, make the contracting authorities better use human resources in public procurement.
